Set in the year 2007, criminal mastermind Dr. James Bent, a.k.a "Overlord" [Neil Ross], covers the Earth's atmosphere with mind-controlling generators, rendering half of Earth's population into mindless drone slaves. Pockets of small forces remain, with the hopes of destroying Overlord's generators and putting an end to the criminal once and for all - they are international soldiers known as the Zone Raiders.

Led by Zone Raider Commander Dirk Courage [Dan Gilvezan] of the United States, the rest of the team included Master-Sergeant Wolfgang "Tank" Schmidt [Neil Ross] of Germany, 1st Lieutenant Hiro Taka [Michael Bell] of Japan, and 2nd Lieutenant Max Jones [Hal Rayle] of the United States; as well as operatives: Corporal Katerina "Kat" Anastasia, Lieutenant Benjamin Davis Franklin and Lieutenant Ned Tucker.

Overlord's elite force, known as the Black Widows, were rendered immune to the effects of his generators through the usage of his Widowmaker device...although, they were not immune to its visible effects - hideous red facial conditions and yellow eyes. The Widows consist of camouflage expert Bandit, knife expert Razorback, greedy mercenary Reaper, Duchess Dire - the only female member, and master criminal, "Rawmeat" Welt, and Jean Duprey. Overlord also made use of his army of Black Widow Troopers, a large force of soldiers deployed near generators.

The exploits of each episode follow the heroic Zone Raiders as they save hypnotized citizens in Zone areas, while hunting down and destroying Overload's massive orange-domed Zone Generators.
