Set in the round-themed Pac-Land, main character Pac-Man [Marty Ingels] lives with his family, consisting of wife Mrs. Pepper Pac-Man [Barbara Minkus], Pac-Baby [Russi Taylor], and pets: Chomp-Chomp [Frank Welker] the dog, and cat Sour Puss [Peter Cullen]. He protects the Power Pellet Forest, home of a precious supply of power pellets, whose location is constantly hunted down by an evil metal-mouthed boss named Mesmeron [Allan Lurie] and his five ghostly followers: blue colored Inky [Barry Gordon], pink colored Pinky [Chuck McCann], red colored Blinky [Chuck McCann], orange colored Clyde [Neil Ross] and blue colored Sue [Susan Silo], who wore a distinct bone in her hair.

Several other characters were introduced into the series, including the cape-wearing Super-Pac [Gérard Hernandez], Dinky - a young cousin of the ghosts, and Pac-Man's cousin P.J.
