Another animated tortoise & hare race episode from either 1930's or 40's?

Does anyone remember this cartoon episode? It was about a tortoise and the rabbit ready to race. But in the beginning of the cartoon, the rabbit was yelling at the turtle, and the rabbit stuck his head in the hole of the turtle's shell. Also yelling at him inside. Then I saw the rabbit pulling his head out of the turtle's hole shell, and said something like "A million dollars!" I don't know if this was a Looney Tunes, or a Terrytoons cartoon. But it was probably either made in the 1930's, or the 40's. I saw this cartoon on WLVI-TV Channel 56 back in the 70's.
